Yesterday’s decision by South Kesteven District Council to approve a 20-room HMO at 49 Castlegate — in the heart of Grantham’s Conservation Area — represents a betrayal of the people of this town.
The application was proposed by Independent councillor Charmaine Morgan and secured by the deciding vote of Reform UK councillor David Bellamy. Despite strong, detailed objections from local ward members and residents, the scheme was forced through by councillors from outside Grantham.
Only one member of the Planning Committee lives in Grantham. Yet this committee approved a high-intensity HMO in a Grade II-listed building, directly opposite the Almshouses and only yards from St Wulfram’s Church. The decision ignores the town’s unique heritage setting and the concerns of those who live here.
Grantham already bears the overwhelming burden of HMOs: 56 of the 61 licensed across South Kesteven are in Grantham. Stamford has none. This imbalance is unacceptable and unsustainable.
Councillors Bailey (Conservative), Martin (Conservative) and Harrison (Independent) stood together with a non-partisan, evidence-based case to protect Grantham’s heritage and community balance. Their objections were disregarded.
This approval sends a clear signal that Grantham is open season for speculative HMO conversions. With 24 beds proposed on Dudley Road and 35 on Avenue Road, the problem will only worsen unless the council changes direction and starts defending our town.
We will continue to fight for fair treatment for Grantham — for proper planning balance, for heritage protection, and for a council that listens to its residents.
